In Oregon, you are considered to be fleeing from law enforcement if:
You are operating a motor vehicle; and
The law enforcement officer is clearly identified by uniform, badge, or vehicle and they have given either a visual or audible signal for you to stop by:
Hand
Voice
Emergency light, or
Siren
And either;
(Felony C) While still in the vehicle you knowingly flee or attempt to flee from the law enforcement officer; or
(Misdemeanor A) You get out of the vehicle and attempt to flee on foot.
